Mrs. Emily Payne, 96, passed away on March 13, 2017 at the home of her daughter, LeAnn Strom, in Tucker, GA.
Emily was born on October 10, 1920 in Trans, Walker County, GA, the daughter of the late William Madison and Leona Davis Clement. She was preceded in death by her loving husband of 60 years, Albert Sydney Payne, on July 27, 2000.
Emily moved with her parents to Rome in 1923, where her mother was given the task of consolidating all the small schools in Watters District. Emily graduated from Model High School, received a BS from Shorter College and graduated from Emory University in1963 with a Master of Librarianship. She taught English at Model High School and retired as Director of the Tri-County Regional Library in 1981. Emily was recognized in the Personalities of the South 1972; Community Leader & Noteworthy Americans in 1975/76; The World Who's Who of Women in 1979/80 for her outstanding achievements, volunteer service, and many nationwide accomplishments. She was largely responsible for the inclusion of the of non-professional library staff in a retirement plan. She worked on numerous grants and sought funding for libraries all over the USA. She even registered as a lobbyist at the State of Georgia because she worked so furiously for libraries in the 70's. In 1996, she was honored by the American Library Association by being named to their Honor Roll for her work on behalf of the nation's libraries.
Emily was a devoted member and faithful steward of Rush Chapel Church. She was a very spirited and creative woman. She enjoyed her travels especially her trips to the UK where once, she saw the Queen face to face in the street. She loved traveling with friends and family wherever they might go and to Highland Games all over the Southeast.
Emily's family and adopted granddaughters were always her top priority and she managed to spoil all within her reach. She is survived by her brother, William Madison Clement, Jr. (Caroline) of Mobile, AL; daughter, LeAnn Strom of Tucker; and son, Bill Payne (Claudia) of Rome; 8 grandchildren; 18 great-grandchildren; 4 great-great grandchildren, as well as a nephew, numerous nieces and too many cousins to name.
A memorial service will be held at Rush Chapel UMC, 1225 Rush Chapel Rd, Rome, GA. 30161, at 1:00 p.m. on Sunday, March 26, 2017, where the Rev. Valerie Loner will officiate. A private family burial will follow immediately after the service.
The family will receive friends and family between 3:30 and 5:30 p.m. Saturday, March 25, 2017, in the fellowship hall at Rush Chapel UMC. In lieu of flowers, the family requests a contribution be made to Rush Chapel UMC or Heifer International.
